Physical description: | The Cougal Railway Spiral and Landscape consists of the following elements: underbridge - steel RSJ on concrete piers, 873.217km (Note: the bridge at 869.4km crosses O'Gradys Creek; the bridge at 873.217km comprising 5 x 20.12m steel spans and forms part of the spiral is the correct bridge)
tunnel - concrete 871.947 to 872.139km, 192m
tunnel - concrete 872.661 to 872.838km, 177m
crossing loop - Border Loop 875.110km, no longer extant
tunnel on border with Queensland 875.482 to 876.642km, 1160m
The spiral is formed by the whole section of line from Cougal to the Border loop. |

SHR Criteria a) [Historical significance] | The completion of the Cougal to Border Loop section of the North Coast Railway was a major engineering feat in the first half of the twentieth century, being one of several major engineering projects in NSW that allowed continuous railway access between Sydney and Brisbane. |
SHR Criteria c) [Aesthetic significance] | The combination of tunnels, crossing loops, the underbridge and spiral together form a technically significant example of an innovative and successful railway engineering solution. |
