History

Historical notes: ABORIGINAL OCCUPATION
Prior to European settlement the Millers Point area was part of the wider Cadigal territory, in which the clan fished, hunted and gathered shellfish from the nearby mudflats. Shellfish residue was deposited in middens, in the area known to the early Europeans as Cockle Bay; the middens were later utilised by the Europeans in lime kilns for building purposes. The Millers Point area was known to the Cadigal as Coodye, and Dawes Point as Tar-ra/Tarra.

In the years following European colonisation of the eastern coast of Australia, the Cadigal population, as among the wider indigenous community, was devastated by the introduction of diseases such as smallpox. Remnants of the original Port Jackson clans eventually banded together for survival purposes, but the population continued to decline, exacerbated by alienation from their land and food sources, and by acts of aggression and retaliation, caused partly through cultural misunderstanding and partly through eighteenth-century European mindsets and perceptions about the colonisation process.

The Aboriginal name for Dawes Point is Tar-ra (Sydney City Council, 2019).

INITIAL EUROPEAN SETTLEMENT
The first settlers at Sydney Cove in 1788 were hampered from thorough exploration of the Millers Point area by reasons of topography: to reach this western ridged area involved either trekking around the foreshore via Dawes Point, or by scaling the steep and rocky inclines of the Rocks. Priority was given to establishing the colony's first structures, and the settlers' interests were initially geared more towards temporary housing and a ready supply of fresh water (via the Tank Stream) than in conquering challenging topography. In July 1788 the high ground to the west of Sydney Cove saw the erection of a flagstaff, giving rise to its early name of Flagstaff Hill, later Observatory Hill.

The earliest buildings in the Millers Point area were intended to serve specific purposes, either for strategic military or agricultural needs. The first government windmill was built on the site in February 1797, supplying the origin of the third name of Windmill Hill. Subsequent windmills were established in 1812 by Nathaniel Lucas at Dawes Point, and a further three windmills operated by Jack 'the Miller' Leighton were situated in Millers Point, near the sites of present-day Bettington and Merriman Streets. Throughout this early period Jack the Miller became increasingly associated with the area, ultimately contributing to its name.

For military purposes, Governor King authorised the construction of Fort Phillip in 1804, a short-lived structure with hexagonal foundations that were eventually re-used in 1858 for the footprint of the extant Observatory. Fort Phillip had been designed for both internal and external defence mechanisms as it boasted both landward and seaward views. In 1815, a military hospital designed by Lieutenant John Watts was constructed in close proximity to Flagstaff Hill and Fort Phillip. Catering for both military and scientific demands was the Point Maskelyne observatory, built by William Dawes at the end of the point: immediately adjacent to his beloved observatory was the Dawes Battery, initially set up in 1788 and upgraded in 1791 whilst under Dawes' administration.

ECONOMIC AND MARITIME DEVELOPMENT OF MILLERS POINT
These initial structures were rapidly supplemented by dwellings and early industries. One profitable industry that exploited local resources was the production of stone for the construction of housing and services in early Sydney: sections of Millers Point were known as 'The Quarries', near Kent and the western end of Windmill Streets. Quarrying was an established industry by the mid 1820s, and this process of systematically altering the landscape continued as a pattern throughout the century, ultimately shaping the emerging village and directing the development of the local streetscape and housing pattern. A second local industry was lime production, used in building construction and carried out just below Fort Phillip using shells acquired from local aboriginal middens. As this supply diminished, shellfish was brought from the wider Sydney area to be burnt at Millers Point.

The location of Millers Point, with its relationship to the waterfront, was ideally suited for shipping purposes, and merchants tapped in to its potential by erecting private jetties, wharves and storage for goods. The village of Millers Point became a definitive one in the early 1830s, as maritime and other related enterprises began to radiate outwards from Sydney Cove, bringing with it residential and commercial facilities. Access to Millers Point was gained through a set of rough-cut steps leading through from the Rocks. Those who chose to live in the area comprised both the successful wharf-owners and employees, labourers and artisans. Ownership of Millers Point land was by haphazard means; while some was documented as granted land, other parcels appeared to have been simply 'occupied' and by the mid 1830s administration, ownership and transfer of land was problematic and from the late 1830s a Commissioner of Claims was responsible for issuing land grants for most of Millers Point.

The village quickly became an integral part in coastal and international trade and shipping, shipbuilding and similar related activities. The incorporation of such commercial and mercantilist elements was both indicative of, and contributory to the public perception and nature of Millers Point, with a roll-on effect throughout the nineteenth and twentieth centuries. Growing colonial interest in whaling and maritime enterprises fostered local prosperity during the 1830s and 1840s. From this period Millers Point became irrevocably associated with maritime industries and activities, with merchants, sailors and craftsmen putting a distinctive stamp on the area. The success of such mercantilist ventures and associated industries became evident in both commercial and residential architecture, constructed for merchants such as Robert Towns and Robert Campbell. Sections of Millers Point became regarded as affluent enclaves, with Argyle and Lower Fort Streets known as 'Quality Row.'

The close association with shipping and related patterns of activity and industry was derived from the labourers' need to be at hand upon arrival of vessels. Valuable goods such as wool had to be loaded and unloaded at a rapid rate of turnover, with labourers required to be on call and, as such, in the nearby vicinity to respond to erratic shipping arrivals and departures. An important outcome of this trade activity was the generation of a community that was overwhelmingly mobile, maintaining relatively loose family networks and containing a high transient population. These key characteristics of Millers Point distinguished it from other areas, and its unusual composition was reflected by the high level of rental housing, which in most other suburbs was an indicator of poverty and unskilled workforces. In this instance, however, the rental rates were generated by the need for flexibility and seasonal job availability on the part of workers.

Despite high mobility on the part of the population, Millers Point was able to act as a self-contained village from the 1840s; this characteristic was enhanced by its continuing topographical isolation from the town of Sydney. It was an early multicultural community with sailors and merchants from all parts of the world. Local amenities catered for shopping, work and socialising as well as the provision of churches, schools and other essential services. The Catholic St Brigid's Church and school in Kent Street was completed in 1835, with the foundation stone of the Anglican Holy Trinity, or Garrison Church, laid in 1840 at the corner of Argyle and Lower Fort Streets. The latter became particularly associated with the Dawes Battery military garrison but also served as a base for school and moral education and a forum for community gatherings in accordance with the accepted role of churches in the colony.

Other centres equally if not more popular for social gatherings were the host of hotels and licensed premises that catered for a range of clientele. Some, such as the Lord Nelson and the Hero of Waterloo, became local institutions and remained active in the community to the present day. A myriad of hotels, often sporting similar or frequently-changing names, provided local colour and an insight into current affairs and fads but inevitably adding to the confusion. Many of these early hotel buildings are extant, such as the Whalers Arms (former Young Princess), on Lower Fort and Windmill Streets, and such structures stand as testimony to the fact that by the mid-century the Millers Point hotels were an integral part of both the social and economic roles of the area.

The sense of segregation and self-sufficiency began to be eroded through proposals to incorporate Millers Point with the rest of Sydney. Plans to facilitate greater access to the Millers Point area dated from 1832, with the first suggestion of cutting through the 'precipice of considerable height' on Argyle Street. To that point, rough steps had originally been cut into the rock, to allow passage between the Rocks and Millers Point. The Argyle Cut project commenced in 1843 using convict labour initially, and was completed through the resources of the newly formed City Council from about 1845. The sandstone itself was used in the construction of local buildings, as was the case with the Hero of Waterloo Hotel. In spite of this increased accessibility, the unique character of Millers Point was undiminished.

Certainly by the mid-point of the nineteenth century a gradual overlaying of cultural features had evolved into a flourishing and distinct community, with various church denominations, a wide range of commercial and social services, and in 1850, the Fort Street Model School was opened, having been the original military hospital constructed in 1815 and renovated to architect Mortimer Lewis' design in 1849. This clearly earmarked Millers Point as a prosperous area, and presaged the modern practice of adapting old buildings in the area to accommodate new uses.

Local prosperity was briefly thrown into a trough following the allure of the Californian gold fields, with employers hard-pressed to find enough experienced workers at the right price. This trend, however, was abruptly reversed within a short space of time. Indeed, the pace of the Millers Point community accelerated rapidly in the 1850s to accommodate the frenzy generated by the discovery of gold at Bathurst and the consequent flood of immigrants into New South Wales. This coincided with an increase in large-scale exports, particularly wool, to diverse international markets.

By the 1860s the earlier mix of worker and merchant/gentry housing began to be overtaken by commercial needs and by the creation of new residential streetscapes such as Argyle Place and Kent Street, with a distinct change in the size of residential buildings and an increasing use of materials such as slate. The mercantilist face of Millers Point also changed, with the construction and extension of larger jetties and warehouses for imported goods as well as staples such as wool, coal and flour. Gradually this period of upgrading saw the small scale industries and structures superseded by the encroaching larger-scale warehouses, responding to the demand created by larger vessels. A corresponding shift in the population showed that the artisans and merchant gentry were moving elsewhere, and that Millers Point was overwhelmingly oriented towards booming export industries, with a workforce and resident population of unskilled and semi-skilled labourers catering for specific tasks.

TRINITY AVENUE:
Millers Point is one of the earliest areas of European settlement in Australia, and a focus for maritime activities. The track connecting Fort Phillip (on Observatory Hill) with the military establishment at Dawes Point came to be known as Fort Street, and was the only vehicular access possible to the heights of Millers Point. Quarrying in the area for building materials during the 1820s divided Upper and Lower Fort Streets and created level building sites, where large houes with views were built. The earliest component of the Holy Trinity Church was completed in 1844 and situated on a church, school and parsonage reserve which appeared in surveys from 1840. The triangular shape of the reserved church land was indicated by the existing and proposed street alignments, and by the topography of Observatory Hill and the escarpment to the west side of Princess Street. The alignment later known as Trinity Avenue ran along the base of this sandstone escarpment and appears originally to have been an open, unfenced area of land. The name Trinity Avenue was adopted in 1900 as a result of popular usage in relation to the adjacent church. Pre-1900 it was at times considered an extension of Upper Fort Street, at times part of Lower Fort Street, sometimes simply Fort Street (Urbis, 2016, 17).

Land grants made in the city's Section 89, formally laid out in the early 1830s, extended across the escarpment between Princes and Fort Streets. Princes (or Prince) Street was originally known as 'Windmill Row' (although it was renamed as early as 1810) and stretched from Essex Street in the south to Lower Fort Street in the north (ibid, 2016, 17).

With few exceptions, the initial development of these grants occurred along the higher land of Princes Street, which offered better drainage and prospect, with rear yards overlooking the land that became Trinity Avenue and Upper Fort Street. These allotments were often advertised for sale in the early 1830s as having the added advantage of two street frontages (Princes and Fort), with the latter frontage at times also offered as available for quarrying (ibid, 2016, 18).

'Darling House':
The few early 19th century houses built to address Trinity Avenue responded pragmatically to the topography rather than the surveyed building line. 'Darling House' provides a clear example of this. It was originally built between 1842-4 under the ownership of the Farris'. The site originally comprised two separate allotments that were initially held under separate ownership; in 1833 the southern one was recorded as owned by Michael Gannon (builder), the northern by Joseph Farris. Prior to construction of 'Darling House', the site had been quarried for sandstone; extensive evidence of this was found during archeaological excavation of the property, showing that the whole of the backyard had been lowered by removal of sandstone and shale bedrock (ibid 2016, 18).

A previous historical archaeological investigation of the subject site has suggested it is possible that 'Darling House' was the second building built on the property, given that the 1837 transfer of land from Susannah Elizabeth Douglas to Michael Gannon includes reference to buildings having already been present on the site, as well as the relatively sharp rise in the cost of land (1837-9). No other evidence of this in the form of maps or photographs has been sourced (ibid, 2016,19).

Allotment 11 was originally granted to Michael Gannon, a builder, in 1840 but Gannon admitted that, at the time the grant was made, the land was the property of Joseph Faris and the grant should have been made out to him. In October 1842 he formally conveyed the land to Farris for the nominal sum of 5s (Bk 6 No 362). It seems likely that work began on the house, shown in Conrad Martens' picture dated February 1843, when ownership of the land had been sorted out (LEP, 2012).

Joseph Farris who was a noted local businessman. Farris was active in local businesses, including real estate, owning property in Windmill Street. and a boat building business associated with the historic maritime character of the area, as well as the operation of local pubs including the 'New York Hotel' at the corner of George and Argyle Street. Although 'Darling House' was not occupied by the Farris family, it was specifically developed by Joseph Farris in response to the growth of the local area, with the intent to provide residential accommodation to the growing local population as is common in the precinct, and formed part of his wider portfolio (LEP, 2012). Farris by 1842 was running the 'Young Princess Hotel' / 'Whaler's Arms', opposite 'Darling House' on the corner of Windmill Street and Lower Fort Street (ibid, 2016, 19).

The term 'villa' was first used in England in the 17th century, partly from the Latin and Italian 'country house, farm', perhaps derived from the stem of vicus (village). The villa was a country mansion or residence, together with a farm, farm-buildings, or other house attached, built or occupied by a person of some position and wealth. It was taken to include a country seat or estate and later a residence in the country or in the neighbourhood of a town, usually standing in its own grounds. From this is was appropriated by the middleof the 18th century to mean a residence of a superior type, in the suburbs of a town or in a residential district, such as that occupied by a person of the middle class, and also a small, better-class dwelling house, usually detached or semi-detached. The term 'villa garden' was used in the context of Hobart and Sydney residences in the 1830s, and if near the coast or harbour, the appellation 'marine villa' was often applied. Australian origins probably date from the grant conditions applied to Sydney's Woolloomooloo Hill (1827, under Governor Darling), which obligated the construction of villas fulfilling certain conditions... 'with garden like domain, and external offices for stables and domestic economy' (John Buonarotti Papworth, 1825, quoted in James Broadbent's 1997 book, 'The Australian Colonial House'). Many gardens of 19th century villas followed Gardenesque conventions, with garden ornaments often complementing the architecture of the house. The term had acquired such widespread usage by the 1850s that when Jane Loudon issued a new editiion of her husband (John Claudius Loudon)'s 'Suburban Gardener and Villa Companion' (1838) she merely entitled the revised work 'The Villa Gardener' (1850). This coincided with a growing period of suburbanisation in Australia with consequent fostering of the nursery trade... By the 1880s, descriptions of Australian villas implied sufficient room for a lawn on two or three fronts of the residence. By the 1920s, a garden attached to a large suburban house was often described as a villa garden... after WW2 the term villa was rarely used..(Aitken, 2002, 619-20).

Darling House was never occupied by the Farris' - it was leased out to multiple tenants over a 60 year period. Tenants included a local Dr. Sachs and a local school teacher, Rosa Strange. Early paintings and drawings of Millers Point show it built in Victorian Georgian style, originally featuring windows to both ground and first floors (rather than French doors to the first) and no first floor verandah. The architect and/or builder is not identified in the historical record (ibid, 2016, 19).
In 1844 James Robert Hill was living at Darling House, Fort Street and in 1845 the house was described as being of stone with two floors and eight rooms, kitchen and large yard (LEP, 2012).

Ground and first floor verandahs were added in the 1860s, most likely in response to enviromental conditions; curbing summer heat and providing the principal facade with some measure of protection in poor weather. This is further supported by the conversion of first floor windows to French doors at this time, allowing greater air circulation as well as access to the newly-installed first floor verandah. It is shown in the Trigonometrical survey of Sydney map of 1855-6 (ibid, 2016, 20).

When resumed in 1900 the property was owned by Elizabeth Sarah Faris (LEP, 2012). It was resumed by the Sydney Harbour Trust in 1901 (ibid, 2016, 24) and leased as a boarding house under state government ownership. It continued to be occupied by various tenants through this time. After 1901 the house and vacant land to the south are clearly distinguished in rates assessment books as separate entities, making quite clear the distinction between continued use of the house as residential accommodation and the use of the site's southern portion for commercial purposes (ibid, 2016, 26). The rear yard was bitumenised over (ibid, 2016, 35).

In the 1920s the sandstone eastern escarpment behind Darling House was modified (its topography) among considerable changes associated with construction of the ramps and Sydney Harbour Bridge (ibid, 2016, 32). In c.1930 the Caraher Stairs immediately adjacent to the Darling House's northern boundary were demolished in association with construction of Sydney Harbour Bridge (ibid, 2016, 35).

It appears Darling House was used for residential accommodation until at least 1948-9. Then the earlier interior elements were removed and it was converted for use as a warehouse, most of its outbuildings were demolished to allow trucks to access the rear, larger openings used as loading bays were created in its rear facde and the interior was essentialy gutted. It is considered likely that the concrete ground floor slab was laid and timber columns installed to the ground floor at this time in association with this change of use (ibid, 2016, 27).

The southern (vacant) portion of the site, originally part of a separate allotment, remained vacant until c1918, when it was occupied by Chas.Rasmussen & Co., coopers (makers/repairers of casks and barrels). Rates assessment books show from 1918 until at least 1948 the southern portion contained a one-storey building comprising one or two rooms, of brick construction with an iron roof. it is variously described as a cooperage, store and laundry (ibid, 2016, 28).

The last commercial tenant of Darling House prior to its conversion to an aged care hostel in the early 1990s was LEP transport, who installed a large petrol tank in the front (west) yard to supply a petrol bowser. This significantly disturbed the sub-surface of this area, as later determined by archaeological investigation of the subject site in 1992 (ibid, 2016, 27).

Prior to 1994, it was described as being derelict. It is unknown how long it was in that state prior to redevelopment (ibid, 2016, 29).

Darling House was saved from demolition and extensively restored and reconstructed as an aged care hostel facility in 1994 (NB: ibid, 2016, 29 says c1992-94) after a campaign of community action. A rear addition and new detached wing to the south of the house was built to to the design of Tanner Architects at that time (LEP, 2012).

The conversion was a community initiative by the Resident Action Group in partnership with The Rocks Cottage Type Nursing Home Committee. It was a community-funded and supported organisation since opening in 1994 and prior to closure in 2015 (ibid, 2016, 29).

It (Redleaf, Wahroonga) was the couple (healthcare industry operators, Doug and Greta Moran)'s first major house restoration in a portfolio that still includes Darling Point's Swifts, Camden (Narellan)'s Studley Park, Darling House at Millers Point and Paddington's Juniper Hall. Greta, credited with being the administrative powerhouse of the family operation, is a direct descendent of one of colonial Sydney's most colourful early settlers, Robert Cooper, who was transported after being caught smuggling fine French silks, cognac and ostrich feathers during the Napoleonic Wars. Later pardoned, he built Juniper Hall, a fine early Sydney building on Oxford Street (Paddington)(ibid, 2020, 31).

I, the Hon James Griffin MP, Minister for Environment and Heritage, pursuant to subsection 57(2) of the Heritage Act 1977, on the recommendation of the Heritage Council of New South Wales do by this Order, effective at the time of publication in the New South Wales Government Gazette:

1. revoke the order made on 9 November 2020 and published in the Government Gazette Number 318 of 13 November 2020; and

2. grant the exemptions from subsection 57(1) of the Heritage Act 1977 that are described in the attached Schedule.
