Physical description: A complex which dominates a rise and a major intersection on Parramatta Road (and the corner of Johnson Street, Annandale, that suburb's primary arterial road). Twelve shops with (now) separate residences above (in an 'L' shaped two storey structure with ornamental parapets) in Victorian Italianate style with iron lace two-storey over-footpath verandahs, in full along Johnson Street but due to road widening, the verandahs are now in a very foreshortened form along Parramatta Road (Burke, 1986, 3).

'One of the finest surviving examples in Sydney of a terrace of 19th century commercial buildings complete with two-storey verandahs...prime examples of the High Victorian or Victorian Boom style architecture' (Howard Tanner & Associates, quoted in Burke, 1986, 3).

A simple repetitive formula of shops and residences constructed with walls of solid brickwork, with a simple mono-pitch corrugated iron roof. Richly embellisehed by the general use of two-storey cast iron verandahs to the street, supporting a roof of bull-nosed iron; the application of elaborate cast concrete ornaments and render to the walls; and a tall parapet, whose balustrades, plaques and crestings concealed the roof and proclaimed the importance of the building, lending it landmark qualities in Parramatta Road (ibid, 1986, 3).

The facades and fittings of the original shops have been removed but the residences still retain some of their original detail (HCoNSW, 1988, 10).
Physical condition and/or
Archaeological potential: 		Today (1986) the buildings remain a landmark on Parramatta Road, but the mixture of paint schemes, advertising signs and altered shop fronts detracts both from their heritage significance and commercial attraction (ibid, 1986, 3).

History

Historical notes: The "Eora people" was the name given to the coastal Aborigines around Sydney. Central Sydney is therefore often referred to as "Eora Country". Within the City of Sydney local government area, the traditional owners are the Cadigal and Wangal bands of the Eora. There is no written record of the name of the language spoken and currently there are debates as whether the coastal peoples spoke a separate language "Eora" or whether this was actually a dialect of the Dharug language. Remnant bushland in places like Blackwattle Bay retain elements of traditional plant, bird and animal life, including fish and rock oysters (Anita Heiss, "Aboriginal People and Place", Barani: Indigenous History of Sydney City http://www.cityofsydney.nsw.gov.au/barani).

With the invasion of the Sydney region, the Cadigal and Wangal people were decimated but there are descendants still living in Sydney today. All cities include many immigrants in their population. Aboriginal people from across the state have been attracted to suburbs such as Pyrmont, Balmain, Rozelle, Glebe and Redfern since the 1930s. Changes in government legislation in the 1960s provided freedom of movement enabling more Aboriginal people to choose to live in Sydney (Anita Heiss, "Aboriginal People and Place", Barani: Indigenous History of Sydney City http://www.cityofsydney.nsw.gov.au/barani).

Colonial history:
In 1788, Governor Arthur Phillip arrived in Sydney Cove and established the penal colony of NSW. After this the lives of the Cadigal Wangal people changed dramatically. Their traditional food supply was encroached upon by the new settlers and the diseases such as smallpox the Europeans brought with them, severely decimated the local Aboriginal population. (A. The pattern of European dispossession of Aboriginal people from their land accelerated, when in 1792, Governor Phillip received 'Additional Instructions' dated 1789, allowing him to grant land for church and school uses. Church and School and Crown lands which extended to the north eastern corner of the current municipality of Marrickville (Fox and Associates, 1986, Marrickville Heritage Study p. 16).

Further communiques from the British government allowed the granting of land to British Officers in 1792. With the aim of establishing a chain of farms between Sydney and Parramatta, land grants were made along the road to Parramatta.

Parramatta Road - the backbone of the nation - has been the main road artery to the (Sydney's) west since the earliest days of Sydney's settlement (Burke, 1986, 3).

The dusty track and bullock drays have given way to a modern highway carrying approximately 61,000 vehicles a day (1986) and up to a regular maximum of over 4500 vehicles an hour in peak hours. Over the years the farms and many of the houses and mixed businesses which once fronted the road have been pushed aside by new uses such as car sales yards, bulk discount houses and wholesalers who rely on automobile access and broad frontage advertising (Burke, 1986, 3).

Annandale Farm, then suburb:
Most of the suburb of Annandale, 290 acres was granted in 1799 to Major, later Colonel, George Johnston, a marine officer of the First Fleet who named the area after his home town, "Annan" in Scotland. He had previously received land located on the southern side of Parramatta Road where he constructed "Annandale House". The family apparently occupied the house from 1800. The house gates originally stood off Parramatta Road, on the crest of a hill opposite Johnston Street. It is not clear when they were constructed, however, the Italianate style indicates that they were constructed later, possibly c. 1875-1880, as the family became more affluent following the sale of lands on the northern side of Parramatta Road.

The land subsequently became part of 280 acres consolidated by John Young and the Sydney Freehold Land, Building and Investment Company Ltd which he formed in 1878 and which proceeded to subdivide and sell the allotments over the next 30 years. Annandale did not have the immediate need for a public school, however, by 1881 the population was large enough for Annandale residents to petition for a local school.

The sale of the Annandale estate was completed by the demolition of the house in c.1905.

Goodman's Buildings:
The Goodman's buildings are the result of several building programmes undertaken between 1893 and 1912 by Walter Goodman, a local shoe merchant and entrepreneur. The architect was Joseph Sheerin, of Sherrin & Hennessy, who lived in nearby Johnson Street. The builders (at least of the 1906-7 stage) were Wheelwright & Alderson (Burke, 1986, 3). They were built in six stages in Italianate style. On completion, Goodman occupied a grand apartment on the first floor and leased out his ground floor shops (HCoNSW, 1988, 10).

In 1964 a photographic exhibition of Sydney's urban environment and featuring Parramatta Road, called simply 'Outrage' was held in Sydney by the Royal Australian Institute of Architects. In the book 'Australian Outrage' which extended the exhibition to all capital cities, architect Don Gazzard drafted a provocative pamphlet, challenging the apathy and complacency which allowed the decay of our visual environment to continue unchecked. In the 20 years since those statements, major changes have taken place in community attitude to planning, environmental and conservation issues. These are reflected in both State and Federal environmental legislation (ibid, 1986, 3).

In NSW, the union 'green bans' of the (19)seventies and the introduction of major environmental legislation such as the Environmental Planning and Assessment Act in 1979, the Heritage Act in 1978 and the Environmentally Hazardous Chemicals Act in 1985, illustrate the government's response to rising community consciousness and concern. This legislation created firm guidelines for environmental protection and improvement. Local Councils have also become heavily involved in environmental issues. The increasing concern of Auburn and Parramatta City Councils about redevelopment along Parramatta Road led to a 1980s major environmental research study with the Department of Environment and Planning. This study became necessary when the heavy traffic pressures that formerly affected parts of Parramatta Road were relieved by the recent opening of two new stages of the Western Freeway. With this occurence, the viability of some businesses on Parramatta Road, which relied on heavy passing trade, was threatened. In these areas substantial redevelopment and enterprise may now be necessary (ibid, 1986, 3).

The Parramatta Road (1980s) study received financial support from the Federal Department of Local Government and Administrative Services through its regional community development program. A major section of the study was devoted to urban design guidelines to improve the streetscape, the visual and environmental quality of Parramatta Road and surroundings. Advertising signs and landscaping improvements received particular attention. The Department of Environment and Planning (DEP) engaged architectural conservation consultants to prepare a detailed design study of Parramatta Road. In December 1985 the first of these proposals was unveiled at a public meeting in Annandale. It was for the Goodman's Buildings and the Parramatta Road block bounded by Annandale Street and Johnston Street (ibid, 1986, 3).

Howard Tanner & Associates, consultants to DEP, recommended reinstatement of the columned verandah of the buildings, along Parramatta Road (to be structurally cantilevered from the building in case of mishaps to the columns) and an overall paint scheme in traditional Edwardian colours. It also suggested the Goodman's Building be floodlit at night with concealed lights (ibid, 1986, 3).

Discussions with all the Goodman's Building owners and tenants, and several building and trading companies to encourage commercial sponsorship for the paint work and verandah iron work, followed. A decision regarding the commitment of state government funding will follow (ibid, 1986, 3).

After builder Noel Leach had completed all necessary structural repairs, using hardwood supplied by Boral Timber division, the painters Althouse and Geiger took over and essentially recreated the original colour scheme. Pascols made a significant contribution to the repainting scheme by donating 700 litres of paint free from their heritage colours range and they also provided technical advice on site. The principal colours used were mid-green for columns and ironwork, French grey for verandah ceilings, Manilla and Venetian red for the striped verandah roof and Drab and Sienna for upper walls and decorative trimwork. Minister for Local Government and Minister for Planning, David Hay visited the completed works, saying that the restoration not only added considerable character to Parramatta Road but served as an excellent example of the cooperation that can occur between the public and private sectors (HCoNSW, 1988, 10).

Order Under Section 57(2) to exempt the following activities from Section 57(1):
(a) All works to the interior of the Godman's Buildings, numbers 2-12 Johnston Street and 105-119 Parramatta Road, Anandale.
(b) Change of use.
(c) The maintenance of any building or item where maintenance means the continuous protective care of existing material.
(d) The minor repair of the building where minor repair means the repair of materials by patching, piercing-in, splicing and consolidating existing materials and including minor replacements of minor components such as individual bricks, cut-stone, timber sections, tiles and slates where these have been damaged beyond reasonable repair or are missing. The replacement should be of the same material, colour, texture, form and design as the original it replaces and the number of components it replaced should be substantially less than existing. ORDER UNDER SECTION 57(2) TO GRANT STANDARD EXEMPTIONS FROM APPROVAL

I, Penny Sharpe, the Minister for Heritage, on the recommendation of the Heritage Council of New South Wales and under section 57(2) of the Heritage Act 1977:

revoke the order made on 2 June 2022 and published in the Government Gazette Number 262 of 17 June 2022; and

grant an exemption from section 57(1) of the Act in respect of the engaging in or carrying out the class of activities described in clause 2 Schedule A in such circumstances specified by the relevant standards in clause 2 Schedule A and General Conditions in clause 3 Schedule A.

This Order takes effect on the date it is published in the NSW Government Gazette.
