Construction years:	1830-1850
Physical description:	Little Milton is an appealing cluster of structures with pitched and hipped roofs. The site is believed to date from the 1830s, with additions around 1855 and the northern wing in 1886 (WCC, 2012). Area of c.0.3ha f land. Old bungalow-type dwelling standing some 12.2m from the footpath. Front garden comprises two large camphor laurel trees (Cinnamommum camphora), a mature Cabbage tree palm (Livistona australis), a Canary Island date palm (Phoenix canariensis) which has been parasitised by an adventitious seedling fig (Ficus rubiginosa) that has reached great size, encircling the palm's trunk. A low wooden picket fence and gates face Smith Street. Gravel paths and low box (Buxus sempervirens) hedge-edged beds face a circular space between the 1850s bungalow 'house' and the northern wing to its right (Stuart Read, pers.comm., 12/9/2013). The 1850s portion of Little Milton comprised of a single storey residence (the early part in sandstone and (heavily-cream- rendered) brick with a shingle roof )(Seymour, 1979) and a two-storey servants and services building adjacent to it. Both buildings have rendered and whitewashed walls and corrugated iron roofs. The residence has a hipped roof penetrated by two chimneys as well as French doors leading out onto a surrounding verandah. The services building has a pitched roof with simply detailed barge boards. In the 1880s (c.1886)(Seymour, 1979) a single storey building wing was added to the west extending from the street alignment)(WCC Health Surveyor's Report, 8/2/1977) with exposed (weathered apricot-coloured) sandstock) brick-work, a pitched (iron) roof and decorative barge boards was added on the street side of the services wing. A lean-to verandah with champhered posts and a cast iron valence was erected to integrate the old and new structures. At this time it is probable that a timber framed and glazed conservatory was added behind the residence, enclosing an early well (Branch Managers Report to the Heritage Council, 4 May 1983). Two doors in the northern facade of this western wing open directly onto the footpath, giving access to the surgery. A pedestrian path immediately to the west of the 1886 wing gave patients access to the Doctor's waiting room, located in the rear room of the 1850s bungalow). Internal cedar joinery (Seymour, 1979) including chimney piece in room to right of front door; cabinets in same room (ibid, 2013). In the south-western corner is a two storey servants' and services building (WCC, 2012), comprising a large kitchen or laundry area with a (small) cellar below and a large attic above (converted into two bedrooms). This part of the building was probably contemporary with the bungalow section, erected in c.1907. An appendage at the rear (east) of the bungalow section is what was formerly used as a billiard room (NB: this has since been demolished to ground level, the brick-lined well (original) surviving below a plasterboard cover (former floor)(ibid, 2013). Another small wing extension to the north-east at the bungalow's rear may date to the 1940s (ibid, 2013). A small timber-framed fibro area exists within the western wing (NB: this has gone and is now an open courtyard (ibid, 2013). The rear garden dates from the 1970s subdivision (a battle-axe block with flats on it was built), comprising four Hill's figs (Ficus microcarpa var. Hillii) for screening, four Leyland Green cypress (x Cuprocyparis leylandii 'Leighton's Green') in the south-western corner to screen another block of flats to the south, a raised terrace and one mature but unfortunately dead bangalow palm (Archontophoenix cunninghamiana)(ibid, 2013).

At this time it is probable that a timber framed and glazed conservatory was added behind the residence, enclosing an early well. 1979: restoration (replacing flooring on verandah; controlling rising damp; possible total rebuilding of walls, re-boarding and re-roofing of billiard room area; plastering, painting and plumbing work; full electrical rewiring) is in progress by owner-occupiers. Historical notes:

Wollongong / the Illawarra:
Before European settlement in the Illawarra, the region was home to the local Wodi Wodi Aboriginal people of the Dharawal nation (NPWS, 2005). This Aboriginal community had a well-developed and complex society, and physical and cultural evidence of this remains today in the forms of burials, middens and other sites. The Aboriginal history has also been preserved through traditional knowledge and dreaming stories which have been passed down through the generations (WCC, c2012). Traditional stories tell of their arrival at the mouth of Lake Illawarra in canoes when the Ancestors were animals. They brought the Dharawal or Cabbage tree palm (Livistona australis) with them and are named for this sacred tree (NPWS, 2005).

Aboriginal communities first encountered Europeans in 1796.

Red cedar (Toona ciliata) timber-getters operated in Illawarra escarpment (rain)forests as the first 'settler' industry in the area from the 1810s.

Dr Charles Throsby used the coastal Illawarra grasslands as cattle fodder in 1815 opening the area to European settlement. He focussed his herd behind the fresh water lagoon then situated at the junction of the current day Harbour and Smith Streets where he built a stockman's hut and cattle yards (DeTom Design, 2011, 17-18) and this was a meeting point for the first Illawarra land grantees in 1816 (WCC, c.2012).

The first settlement in the area now known as Wollongong was by Charles Throsby Smith, nephew of Throsby. He was one of the first to receive a land grant in the district and in 1822 was the first to settle on his 300 acre parcel. Smith's barn, located near Wollongong harbour, became the first school house in 1826 and then church building in 1828.

A military presence was established in the area now known as Port Kembla in 1826. They were relocated to the area now known as Wollongong in 1830. They were replaced by a local magistrate in 1833. This activity was focussed around the harbour. In 1833 the area's first school was established (ibid, 2011, 17-18).

In 1834 land owner Charles Throsby Smith (nephew of Dr. Charles Throsby)'s land was nominated as the site for the township to be known as Wollongong (ibid, 2011, 17-18).

In 1834 Surveyor General Major Thomas Mitchell surveyed the town with the centrepiece of land devoted to the Church of England. As there was no crown land, Thosby-Smith sold his land to the Government and it was transferred to the church. The surveyed town was bounded by streets to be known as Harbour, Keira, Smith and Crown Streets (ibid, 2011, 18). The original township was bounded by Crown, Keira, Smith and Harbour Streets which remain major streets in Wollongong today (WCC, c2012).

The Illawarra District Council was formed in 1843. In 1859, two municipal councils were formed: Municipality of Wollongong which was proclaimed on 22 February, and Central Illawarra Municipality which was formed on 19 August 1859 (this took in the area from Unanderra to Macquarie Rivulet). North Illawarra Municipality was formed on 26 October 1868 and included the area from Fairy Creek to Bellambi. In 1947 The City of Greater Wollongong was formed by the amalgamation of the City of Wollongong, the Shires of Bulli and Central Illawarra and the Municipality of North Illawarra, under the Local Government Act, 1919 in the NSW Government Gazette 104 of 12 September 1947.

1880s expansion and the Illawarra Railway Line:
Wollongong expanded in the 1880s and the railway which finally linked the area to Sydney, encouraged movement away from Mitchell's plan. The relative isolation of the Illawarra ended in 1888 when the railway was finally introduced to link the area to Sydney. The town was transformed from a focus on the wharves to one on the railway and began to expand away from St.Michael's central position. The rail allowed the area to ship milk, coal and coke to Sydney city, expanding Wollongong city's potential enormously. By the turn of the century a smelting works and number of coke oven batteries were opened and the town's population rose from 1635 in 1881 to 3545 in 1901 (an average growth rate of 3.9%)(McDonald, 1989, in Davies, 2003, 14).

Little Milton:
The site itself may date from the 1830s (WCC, 2012).
Little Milton is thought to be the earliest surviving cottage in the urban portion of Wollongong, with the earliest surviving section of the complex dating from the 1850s (c1855 additions)(WCC, 2012).

The original building was acquired soon after completion by Rev. George Charter, Wollongong's first Congregationalist Minister. It was built in the plain bungalow style. The once large grounds lent themselves to full domestic existence: coach house, stables, croquet lawn, tennis court, vegetable and flower gardens and sweeping lawns with flag pole; the Union Jack was raised to honour the Empire on every appropriate day, including even Trafalgar Day, for those good people were nothing if not patriotic. They worked for their church, and even kept a church garden, where only white flowers were grown, for the altar. They were devoted and lifelong workers for charity, but always worked quietly, almost secretively, never ostentatiously; they preferred the active background. Apart form sports like tennis and golf, at which they excelled, their recreations were dancing, music, singing, games and handcrafts such as spinning and knitting.

They did not seek any change from their simple, even life, but change nevertheless forced itself on this rather aloof, well-to-do family; the luxury of a gas stove in 1906; rubber tyres for the doctor's old buggy in 1909; a motor car in 1910; laundry tubs and proper drains in 1919; and electricity in 1921 (Beale, 1976, 22).

In 1883 (Beale and WCC (2012) both say 1886) it was purchased by English doctor, Dr Timothy Wood Lee and extended to its present form (with a 'northern' wing running right out to the footpath) for his use as a surgery and residence. He practiced there for over three decades. His daughters kept on the house until their recent deaths (Beale, 1976, 22).

In 1970 it was acquired by Mr and Mrs Seymour. In 1971 the property was inherited (willed to) three charities: Greenacres, the Crippled Children's Society (CCS) and the Anglican Church Mission. The property was due for auction in 9/1973. Wollongong City Council and the Illawarra Historical Society asked the Perpetual Trustee Co. Ltd. to defer the auction to allow the National Trust of Australia (NSW) to evaluate if the property was worth restoring. The Trust and the Historical Society could not agree. The Trust felt the brick section was the only part worth restoring, but the Society wanted the whole building restored. There was a seven month delay before the auction, as a single unit, occurred in 4/1974. By then the bottom had fallen out of the real estate market and bidders would not consider the $200,000 reserve price sought.

Council had drawn up plans for subdivision before the auction. One of the conditions of sale was that the buyer would donate the building and surrounding land to Council to renovate and preserve for posterity. The buyer would be able to develop on the remaining land. When the property did not sell, Council decided to conduct a Lord Mayor's appeal to raise funds for the restoration, but this did not eventuate, said Mr. Henderson of CCS.

From 1974 until 1977 the property was on the real estate market by Perpetual Trustee Co. Ltd. for sale in two lots, 1) house and surrounding land (993.8sq.m.); and 2) a battle axe block with access to Smith Street (1896 sq.m.). The principal beneficiaries (Greenacres, CCS and the Anglican Church Mission) noted the property was costing them $5000 a year to maintain. Mr R.Henderson of CCS said the bank loan and interest taken out in 1973 to keep Little Milton occupied and maintained and pay the smaller beneficiaries of the will (about $15,000) was the main cause of the debt. Land taxes, rates, insurance and caretaker wages were also drawing heavily on the estate.

In March 1977, the beneficiaries offered Little Milton to Wollongong City Council for $135,000 but Council rejected the offer.

As a final effort to rid themselves of the property, the beneficiaries decided to try to auction the property in the two subdivisions (land parcels) worked out by Council in 1974 (8/1977 newspaper clip).

In 1979 Mr. & Mrs G. & CVA Seymour, in seeking financial assistance, nominated the property for protection under the Heritage Act, 1977.

In 1980 a grant of $3,000 was provided to engage a consultant to prepare a restoration plan of Little Milton. A further $10,000 loan was offered but not accepted.

In recognition of its heritage significance and to protect the building from redevelopment and from possible road works to Smith Street a Permanent Conservation Order was placed over the property on 9 September 1983.

It was transferred to the State Heritage Register on 2 April 1999.

SHR Criteria a) [Historical significance]	Little Milton is thought to be the earliest surviving cottage in the urban section of Wollongong. The first section of the house complex was constructed in the 1850s. (Branch Managers Report to the Heritage Council 4 May 1983)

I, the Hon James Griffin MP, Minister for Environment and Heritage, pursuant to subsection 57(2) of the Heritage Act 1977, on the recommendation of the Heritage Council of New South Wales do by this Order, effective at the time of publication in the New South Wales Government Gazette: 1. revoke the order made on 9 November 2020 and published in the Government Gazette Number 318 of 13 November 2020; and 2. grant the exemptions from subsection 57(1) of the Heritage Act 1977 that are described in the attached Schedule.
