The house is set in gardens which are landscaped in a sympathetic 1860s style, but which are smaller than the original grounds (AHC, 1996).

House:
Hibernia Lodge is a two storey house built in 1865 in a restrained Victorian Gothic style using local handmade bricks; the bricks are laid in English bond in the lower two thirds of the building and in colonial bond in the upper third. There is a bay window to the front elevation of the building, together with a verandah. The house retains most of its original woodwork and joinery. It features a high gabled roof which was originally covered with shingles, but has since been clad with galvanised corrugated iron. The chimneys have been altered and are smaller than their original height. On the south-eastern side of the house, a single storey rendered brick addition has been erected some time after 1870, but probably before the end of the nineteenth century. There is another single storey addition built in timber and of much later date on the north-western side of the house. At the rear is a two storey brick and timber addition of recent construction (AHC, 1996).

History

Historical notes: The house was built for Obadiah Willans, a native of Yorkshire, who had arrived in New South Wales in April 1861 with his Irish born wife Mary and their seven children. On arrival, the family came directly to Queanbeyan where, in 1864, Willans was appointed the local Clerk of Petty Sessions. At about the time of this appointment, Willans commenced construction of a family home (the present building) in Balcombe (now Collett) Street. The house was designed by the local Anglican Rector, the Reverend Alberto Dias Soares, who had trained as a civil engineer in civilian life. Reflecting Mrs Willans's Irish origins, the building was called Hibernia Lodge. For many years, the house was regarded as Queanbeyan's most outstanding residence, and its gardens and orchard were the envy of the town. Obadiah Willans's career in Queanbeyan spanned a period of over thirty years, during which time he occupied numerous senior public offices in the town, including Town Clerk, Licensing Magistrate, Crown Lands Agent, Clerk of the Peace and Registrar of the District Court. Because of Willans's prominent position, Hibernia Lodge became the social and cultural centre for the upper stratum of Queanbeyan society. It was a social meeting place for government officials, clerics and leading business figures and for their families, while visiting dignitaries and their families also often stayed at the house. Hibernia Lodge remained a family home until 1950 when it was divided up into flats. It was restored in the mid 1980s and operated for a few years as an antique shop and teashop. The house reverted to a family residence in the late 1980s (AHC, 1996)

ORDER UNDER SECTION 57(2) TO GRANT STANDARD EXEMPTIONS FROM APPROVAL

I, Penny Sharpe, the Minister for Heritage, on the recommendation of the Heritage Council of New South Wales and under section 57(2) of the Heritage Act 1977:

revoke the order made on 2 June 2022 and published in the Government Gazette Number 262 of 17 June 2022; and

grant an exemption from section 57(1) of the Act in respect of the engaging in or carrying out the class of activities described in clause 2 Schedule A in such circumstances specified by the relevant standards in clause 2 Schedule A and General Conditions in clause 3 Schedule A.

This Order takes effect on the date it is published in the NSW Government Gazette.
